JOB SUMMARY: Supports efforts of Company’s safety, security, and emergency management programs, functions, and activities programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Participate in, develop, implement, and provide training, coaching, and education of MATA management, employees, and contractors.
- Coordinate, monitor, participate, and educate management, supervisors, foreman, and contractor accidents, incidents, near miss, investigations, analysis, and assessments.
- Work collaboratively with managers, supervisors, and employees to identify, analyze, and mitigate hazards in a timely manner.
- Represent the Safety team on task, working groups and committee established to address safety, security, emergency, and risks to identify, analyze, and mitigate hazards in a timely manner.
- Work closely with the operating, maintenance, communications, procurement, capital development and other departments to record, track, graph, measure, and analyze performance data, indicators, and other information.
- Assist with internal and external safety audits, reviews, and assessments of departments, contractors, functions, and processes to determine compliance/conformance with various Company programs, and regulatory safety and security performance requirements.
- Contribute to company safety evaluation and certification of new and existing infrastructure, rolling stock, and systems though planning, design, engineering, construction/assembly, operations, and lessons learned.
- Conduct independent accident/incident investigations involving vehicles, facilities, construction sites, passengers, employees and/or equipment, as determined by CSO.
- Perform and assist with comprehensive hazard, risk, threat, and vulnerability analysis, assessments, and root cause analysis.
- Work closely with representatives from the from state and federal agencies to identify, analysis, coordinate, and resolve safety, security, emergency, and risk concerns.
- Assist with identifying safety performance, state of good repair, and other metrics, trends, and analysis for purposes of developing mitigation strategies to address, reduce or eliminate risks.
- Report safety critical data to federal and state Safety & Security agencies.
- Participate as a member of the Safety Audit team in the administration and execution of the Internal Safety/Security Audit Program to ensure adherence to company safety plan, Federal, State and local regulations, industry standards and company policies, procedures, processes, .
- Ensure that all required documentation and reports are completed accurately and forwarded to the appropriate operating areas, Federal, State, and local agencies (e.g. FTA, TDOT, NTD, OSHA), in accordance with established time frames.
- Respond to each safety report, inquiry, complaint from passengers, employees, contractors, and vendors in a confidential, courteous, and professional manner.
- Perform related duties and projects as assigned.
Other Job Functions:
- Perform other safety and security functions as assigned by the CSSO.
- Manage the tracking and disposition of Corrective Action Plans (CAPs).
MINIMUM QUALIFICATIONS:
Education:
Associate or bachelor’s degree in a related field is preferred. An equivalent combination of education and experience may be considered in lieu of a degree.
Other:
- Minimum 5 years supervisory experience; 3 years’ experience as a bus operator or equivalent in a related field is necessary.
- Must be outgoing, people-focused, and able to mentor and communicate with management team members, supervisors, operators, and employees at all levels, doing so in a positive manner and with strict adherence to the confidentiality of employee safety and security complaints, concerns, suggestions, and recommendations.
- Must have the ability to build rapport and deal effectively at all levels of the organization as well as with external stakeholders and vendors.
- Should have a proven ability to deal with controversial or confrontational situations with courtesy, diplomacy and tact while displaying a service-oriented attitude.
- Must have a working knowledge of existing MATA route system and the street network of the Memphis area.
- Must be a self-starter, be able to work independently and possess strong interpersonal skills.
- Should possess strong organizational and analytic skills and be able to handle numerous work activities concurrently.
- Ability to understand, interpret and implement bus operator rules, regulations, and provisions of the collective bargaining agreement is required.
- Must be able to operate a personal computer and be proficient in MS Office.
- Must be able to maintain utmost confidentiality.
- Regular and consistent attendance is required.
- Must be able to work flexible hours and days as assigned, including weekends.
- Must be willing and able to comply with MTM’s D&A policy.
- Must always comply with safety and COVID protocols and is expected to monitor compliance by employees for information sharing with departments and senior management as needed.
Environment:
- Frequent walking and standing will be required as well as sitting for periods of time plus bending, stooping, crouching, kneeling, pushing, and pulling depending on the work to be accomplished.
- Most work will be performed in inside working conditions but should be able to tolerate changes in building environments such as with or without air conditioning or heating and be able to tolerate moderate noise levels in some buildings. For field work, must be able to withstand exposure to weather, dust, engine fumes and tolerate noise levels ranging from moderate to noisy.
- May be required to lift, push, or move up to 40 lbs. Will need to be able to reach with hands and arms and finger, handle or feel.
- Must be able to climb on a ladder or other equipment up to heights as high as the roof of a bus.
- The job requires normal visual acuity (close, distance and color vision as well as peripheral vision, depth perception and ability to adjust focus).
- Must have the use of sensory skills (talk and hear) to effectively communicate and interact with other employees and the public using a telephone, personal contact, or written means of communication.
- Physical capability to use and operate office related equipment such as, but not limited to, computer, calculator, copier, and fax machine.
- The noise level in the work environment varies from moderate to noisy.
